WSUS writes that the updates are not suitable for computers. How to determine the order of updates?

There is a fresh update 4088875. This is a monthly security update from March 2018.
However, WSUS says that no one needs it.
A detailed examination showed that no one needed January and February either.
Updates are made to taste and based on security and stability, so many are skipped.
Actually the problem is in the missed ones? or are there other options?
Is it possible to somehow determine the minimum list of required updates to install one specific.

UPD: Googling has shown that updates have been constantly canceled lately and later either returned or replaced.

As of January 2018, the monthly updates are no longer stable because the Meltdown fix sometimes causes all sorts of problems on many different systems. Perhaps because of this update, they were skipped (but these are only assumptions).
