WSUS - application and cleaning, how to figure it out?

What I have: a domain for 100 machines with the same hardware, all x64, among them:
1 - on Win7
19 on windows 10 1909
, the remaining 80 on windows 10 1803.

There is WSUS configured by the previous admin and abandoned 2 years ago. according to the rules, critical updates, security updates and everything except updates to new functions were rolled. those. from 1803 to 1809 he did not renovate.

In the classes, everything is selected except for the drivers.
The WSUS settings on computers are applied on GPO.

Problems:
1) it was decided to update all machines from 1803 to 1903. To do this, I placed them all in a separate group, approved the update:

Feature update to Windows 10 (Consumer editions), version 1903.
- result: search for updates - no results.

BUT!! searching for updates in the Microsoft Update Center finds updates and updates, only sometimes under 1903, and sometimes up to 1909. I’ll answer right away that I need to update exactly to 1903, since the software used is official support for which is guaranteed on this version. If it is 1909, then when contacting the developers, they will say wait for the release.

Notice that important security and quality fixes are not installed is both fun and weighs. Question: how to update all computers in this group to 1903?

2) The location for storing updates on WSUS swelled up to 500gb. the cleaning master periodically releases 200-500mb each, but immediately fills them. It is not possible to expand the space. The PowerShell script that everyone on the Internet recommends for cleaning also does not clean anything new. How to "clean up" the storage? I know that it is possible to delete updates that have been replaced by other updates, but how to organize this process? manually search?
