Why did the DHCP server stop handing out addresses dynamically?

Tell me please. There is a DHCP server. Distributed addresses in normal mode. Now it's stopped giving. Returns the default IP (169.XXX.XXX.XXX). If you register manually, then everything works. But this is very inconvenient because there are a lot of client machines. I know this question has been asked many times, but maybe I'm missing something.

169.xxx.xxx.xxx are not related to the DHCP server.
These are the so-called zeroconf addresses or APIPA.
They appear when DHCP is not / does not work, or there is no connection with it.
