Why did the DHCP server stop handing out addresses dynamically?

Hello.

Tell me please. There is a DHCP server. Distributed addresses in normal mode. Now it's stopped giving. Returns the default IP (169.XXX.XXX.XXX). If you register manually, then everything works. But this is very inconvenient because there are a lot of client machines. I know this question has been asked many times, but maybe I'm missing something.

Windows Server 2012 R2
On Windows 10 client devices
510 address broadband network.

169.xxx.xxx.xxx are not related to the DHCP server.
These are the so-called zeroconf addresses or APIPA.
They appear when DHCP is not / does not work, or there is no connection with it.

Well, if you register statics, then everything works fine. I want to try Reinstalling the service. Re-roll the pool. Maybe Windows is buggy?
