Wrong coding from db. Have you tried all options?

Moved script from local machine (OpenServer) to server (Debian7). The server was configured manually.
As a result, everything worked like clockwork on the local server, but on the server, requests from the Cyrillic database came in the form of question marks.
Meta tags in the code and on the html page - did not work
.htaccess editing did not work
filtering the request from the database via SET NAMES utf8 - did not work setting the
default encodings in Apache -
setting my.ini, php.ini did not work - did not work gave the result
, I just don’t know where to look, what else could be the reason?

Did you move the base too?
What is the encoding of the tables in the database?
