Writing a DBMS and creating a database under Linux&?

Good day, assignment for term paper writing a database and a DBMS for it for the school schedule and the whole thing needs to be implemented under Ubuntu, in previous courses I implemented the whole thing in Access and attached the subd to it on delphi, but now the requirements have changed for I have such a question in which direction to dig, tell me what to implement the database and on which IDE and technology it is better to write a DBMS for it, if possible, give links to resources, I’ve been flopping for the second day and can’t collect any specifics.

If you really need cross-platform, then take PHP or Python and write an application with a web interface.
