Write websites to search for freelancers?

I was completely disappointed in the freelansim.ru
service There, apparently, there were only schoolchildren and govnocoders who ask 1000 rubles per hour for their scribbles. Add to this the lack of a protective policy on the part of the owners of the service, that is, if you are thrown, they will shrug their shoulders at most.
Advise domestic and foreign sites where responsible performers, where freelancers know their worth.

odesk
elance
freelancer.com
fl.ru (here you can face the opposite situation. Customers for projects huddle and pay a penny, in the end they give it to schoolchildren). When working through Secure Deal, the customer almost always uses (in case of conflicts)
weblancer
freelance.ru. But here, as for me, there is a lot of bred
UPD. Purely out of interest. What is your project?

Only for your 1000 rubles (incredible $15 per hour) you hope in vain to find a mega competent performer - this is an average price range even for Indians, so either experienced schoolchildren or govnocoders or beginners at the stock exchange - your choice.

Of the Russian-language sites, I have the most successful experience in terms of a combination of factors on www.weblancer.net
