Hello!
Right to the heart of the matter, you need to localize the site on WordPress. The base language is Russian. The user has the opportunity to add content to the site, which is translated into other languages. The main task is to make sure that all versions of the page are indexed and have weight. So far, two implementation options come to mind:
1) multilingual plugin + hreflang
2) MultiSite (subdomain for each language version of the site)
