Would you use smart blacklist on your smartphone? (Discussion start-up)?

Before describing my idea, I want to briefly tell the background of its occurrence! (if you are not interested, then scroll through the detailed description of the idea below!)
Well, I don’t know how, but apparently, believing on some dubious website “privacy policy”, I left my mobile phone number, and he, contrary to the assurances of the administration, all the same was transferred to third parties! And, here, it went ...
If you knew how many opportunities to earn money in the financial market and other heresy now.
Mavrodiy calls every weekend in the morning and so on.
I think that each of you has encountered telephone SPAM and knows what it is and what it is... Therefore, I will not describe it in detail.
Constantly changing the phone number is also not an option, not to mention the fact that I have this number for almost half my life, it is also in all promotional materials, all credit cards are tied to it, and so on.
And besides, if you buy a new number, approximately on the 3rd day, a SPAM attack begins!
To all of the above, add more telephone scammers! I won't talk about it in this post. But, there is a technique against them in our software!
To be honest, the last straw was the following case: they call me every day and offer to invest my hard-earned money "somewhere", I politely send them all immediately and put the number on the black list, so not only do they have a lot of these numbers, so they generally "do not see the edges"!
I was visiting my brother, his one-year-old daughter was sleeping and I put the phone on silent mode, so they dialed me several times in a row to make the vibration work (there is such a function in the phone!). And then I freaked out and began to work out an idea that had long been I am carrying.
And now, I would like to share my idea with you!
Description of the SmartBL project "Freedom from SPAM" (working version)
1. Description of the idea:
Development of a mobile application that could immediately determine who is calling you (takes information from the database, more on that later) and, according to the parameters you set, or immediately blocked the caller or perform other operations.
Those. it's not just a blacklist, it's a "smart" blacklist that is constantly evolving and makes you truly immune to phone SPAM!
Example:
- You can put a restriction not just on unfamiliar calls, but, for example, unfamiliar calls from landlines in a foreign region. and so on.

- If the number of the caller in the database is marked as "swindler", then the recording of the phone call would be included - as an option.
This is one of the few examples of functionality!
Base. For the application to work, there is no need for a constant Internet connection, the database is downloaded to the phone as it is updated on the resource.
Creating a resource with a database of phones and their description (there are similar resources, but the information is all scattered, poorly structured, but nonetheless, you can take the existing ones as a basis), this resource can be additionally monetized.

This item is currently being worked out in detail.
I will briefly share my plans and vision of this issue:
We plan to raise about 500-600 tr through crowdfunding platforms, thus we will not only attract funding, but also receive feedback from users and PR!
We will direct the funds raised to the development of a resource to form a base (it is also planned to monetize it), the development of a draft version of the program and its testing, in addition, part of the funds will go to protect intellectual property, without this, nowhere!
It is not yet possible to name the terms for reaching self-sufficiency, since the monetization model has not been fully developed, there are several options, we will test it!
5. Monetization
As I already said, there are several options for monetization, I will talk about them later! Since this is the main feature of the project.

ppsYes, such applications exist on the market, but they do not work at the proper level and are often made by lone programmers, without sufficient funding and project development experience. In our opinion, this project is promising and important!
The functionality of all such programs is very limited, but we have a huge list of functions that will be implemented gradually!
In addition, the application will be free.
Perhaps someone will suggest additional features / chips that they would like to see in such a program!

Your idea reminded me of the "AntiCollector Russia" application . They also have an updated base of numbers, only sharpened for one segment of the callers - collectors.
I think the program will be in demand. Of the chips - you need to easily add a phone to a common database. Suppose in the list of incoming calls in the properties of the number to make the menu item "Add to black list" and the submenu "Swindler", "Collector", "Shop", etc.

Why not!
Take as a basis the same rules (filters) as in it and the principle of updating the database.
Creating these filters - make it understandable for people (via a form).
Additional features:
1. Add a call to a "live" operator via IVR (for service / client centralized customer support services) - instead of listening to a cloud of auto-messages and advertisements, you simply "slip" from the database give people DTMF the way.
As a result: when calling ("contact the operator"), if it is in the database, it will automatically enter this DTMF sequence. (instead of listening to ads and services)
2. The system of anonymous user voting on percentages and showing the value on an incoming call. (spam/non-spam number)

The idea is certainly interesting! If there was an opportunity, then I would use such an application (but fortunately none of the scammers and similar people call me). I read the article and I had only one question: how will the number be determined if, for example, the subscriber who calls has a function that closes his number. How will the app work then?

Of course, thank you very much for the idea, but, it's just not acceptable!
Regarding the fact that it's easier to pay 10 bucks "for peace of mind", I dare to assure you that the regular (free) blacklist does its job best, but it is very limited in function.
Paid analogues are absolutely useless to use (I'm not talking about everything). Just read the reviews!
