Working with UTF-8 files in Tortoise Hg - how?

There is a Windows/Java project. Version control is done with Mercurial (specifically Tortoise Hg).
While everything was in the CP-1251 encoding, life was great - support for Russian letters. Now there is a need for koros-platform and all project files have been converted to UTF-8.
Now Tortoise-Hg does not display non-latin letters in the commit-diff window.
What to do? How to make TortoiseHg work with UTF-8 encoded files?

Strange, in my projects where I initially use UTF-8 there is no such problem.

Similarly , TrueDrago has no problems with utf-8. Both for files originally located with this encoding, and those that were originally in 1251.
