Working with CSV - how to edit?

Never worked with csv before. There was a need to edit csv files. Tried with Excel. It seems to be imported normally, it is convenient to work with it, but after editing, when saving, the whole structure breaks down and the client cannot open anything at home.
I tried a couple of csv editors, including csved. There is something I don't like about him. Saves its own files crookedly.
Can anyone advise? Converters, editors?

I'm missing Open/Libre Office. There you can choose the encoding !!!, cell separator, text separator. If the files are not huge, then you can use a text editor.
