Working with CSS in webpack 4?

Good afternoon. Is it possible, using webpack 4, to collect css into a ready-made file and inject <link>it into <head>?
And if so, will it work in development mode?
PS Extract Text Plugin doesn't work on webpack 4, that's why I'm asking.
