You are talking about RemoteApp technology, it is one of the varieties of RDP.
When connecting via RDP, you get to the desktop of a remote server and work there.
In the case of RemoteApp, the application runs on the server and you are shown a graphic of it in a normal window.
The organization needs Windows Server at least 2008, which allows you to raise the terminal server.
Starting from server 2012, all RemoteApp management functionality has been moved to the domain, so it will only work in the domain.
