Wordpress how to generate and send certificates (pdf)?

There is a list of users (name, surname, mail) of 400 - 500 people. You need to upload data to WordPress from an excel file.
Then create a pdf (certificate that you completed the training). Where the name and surname of the user is inserted automatically and then sent to him by mail.

There was an option with woocomerce invoice builder. But there everything is kind of clumsy. Any suggestions?
