WordPress gives (Couldn't resolve host 'downloads.wordpress.org')?

After updating plugins in WP, WP itself and plugins are not updated.
Gives this error:
Download update from https://downloads.wordpress.org/release/ru_RU/word...
Download failed.: Couldn't resolve host 'downloads.wordpress.org'
Installation failed

Changed Php.ini to increase download limit. Did not help.

What does the download limit have to do with it? Problem with DNS.

host downloads.wordpress.org
in the server console write.
And then diagnose why it doesn't work.
Check resolv.conf, check that the resolvers registered there are alive, that they can give downloads.wordpress.org. Well, or change to 77.88.8.8 / 8.8.8.8 right away
