Withdrawing money to Payoneer or PayPal? What are the pros and cons?

Given:
Receipt of money from freelance exchanges.
I would like to:
In the most optimal, economical way, spend them both on regular purchases (offline and online) and provide for the option of withdrawing large amounts (for example, to buy a garage).
At the moment, I understand that:
For household purchases, Payoneer is more convenient, because the card.
On the other hand, with PayPal it's easier to return the money if something happens.
Losses that Payoneer'a, that PayPal'a will only be for the conversion into rubles.
And in the case of large purchases or cash withdrawals, PayPal is more convenient, because. easier to transfer money to the bank. But you have to report.
On the other hand, you can also withdraw money from a Payoneer card. No need to report, but there will be a commission for each withdrawal = $3.15.
Correct me if I'm wrong somewhere.
And tell me, who has already managed to use both Payoneer and PayPal, which approach is more convenient, easier?
Which one are you using?

Payoneer - card. You can pay for purchases everywhere online and offline with
PayPal - you can pay for purchases only where PayPal is accepted, and not everyone accepts this payment system.
PS: Of course, you can withdraw your Russian card with PayPal, but now at a rate of 33 rubles in any exchanger, they withdraw at the rate of 31.8. Not very profitable. If I were you, I would choose Payoneer (you can withdraw in dollars without conversion).

Any approach is good, a commission of one hundred rubles seems to me not so important in the context of life.

"And in the case of large purchases or cash withdrawals, PayPal is more convenient, because it is easier to transfer money to the bank." - Payoneer accounts also have the option of transferring money from a card to an account in a local bank (still in test mode).
