Why is Wireshark receiving UDP packets that I send in one case writes the UDP protocol and in the other DIS, the difference is only in the length of the transmitted message 10 and 14 bytes? What is the DIS protocol?

Wireshark tries to interpret UDP data as part of some protocol. In your case, he thought that what you are sending looks like DIS protocol data
