There is a ping, no telnet, wireshark analysis, what could be the problem?

Good afternoon. Problem such: There are two servers. 192.168.1.1/24 and 192.168.1.2/24 on both Windows 2008R2 firewalls are all disabled, can ping each other. But as soon as I want to connect to the veeam agent via telnet, nothing comes out. It turns out such netstat and wireshark, I can’t figure it out. Please, help. I will be very grateful.

An error in telnet says that nothing is hanging on 192.168.1.2 on port 2501/tcp.
Look in the resource monitor for this port being used by something on the second server.
