Windows XP does not start, writes due to hardware disk setup errors, what to do?

I can’t start Windows due to hardware disk setup errors, I used to install from a USB flash drive and then it was like this if the USB flash drive is inserted, then everything works, and if not, that error. A lot of time has passed and now it doesn’t boot from the flash drive, but just writes an error even if I want to boot from the flash drive and just reinstall

in the flash drive (windows xp) that downloaded there was no boot.ini file, so I created it and inserted it

default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS

[operating systems]

multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP Professional RU" /noexecute=optin /fastdetect

and after several attempts booted from a flash drive, IF ANYONE NEEDED
