Windows won't connect to one site?

There are computers for which I work - I connect via ftp to the site and write code there. Using portable notepad++
On my main computer, Win 7 Ult 64bit SP1, ftp stopped connecting and loading this particular site in the browser. The site is small, it is unlikely that some kind of virus will block it. All other sites are working.
I tried and did not help:
- change browsers (regular and consumed)
- disable Windows firewall and antivirus protection
- change the user from a worker to an admin computer
- change the IP address
- change the network card Other
knowledgeable people tried and also nothing.
Interestingly, the Hosting Spanel does not load either. At the same time, the ping command to the site domain works fine. All other computers on our subnet access this site normally.
It looks like this is a block of some Windows itself, but I don’t know where it is buried, and it’s difficult to reinstall everything.

Look at %SystemRoot%\system32\drivers\etc\hosts, you can register your site there and it will work until it changes ip
Ping the site through just-ping.com and host-tracker.com, see if it is available from somewhere else anything.
How did you change the ip address? Try to put on a socks or vpn
Check the processes, maybe the antivirus or firewall is still working and they can be disabled only if you kill the process.
Can't think of anything else.

Flush the DNS resolver cache with ipconfig /flushdns

Try to connect to the site through another provider, so you can determine if Windows or the provider is blocking.

Firewall? Antivirus? Perhaps the site itself is infected with something, and the paranoid antivirus blocked it.

There was something like that. It turned out that the hoster blocked access to the site from this ip address. there was a suspicion of ddos. After contacting technical support, the ip address of the computer was unblocked.
