There are windows, 3 users, is it possible for each user to raise a separate pppoe session, if so, how?

On the pppoe server, create an account for each and issue logins, what's the problem?

create three pppoe connections.
create a set of firewall rules to redirect network packets from the right users to the right connections.
option 2: put users into virtual machines - connect one ppoe inside it.
