Windows Store, linking an application to an account

Question for developers under Windows Store (RT?).
If you buy an application on the Windows Store, is it possible to link the purchase to your account. So that you can buy an application from one account, play once and that's it.
It is necessary in order to organize the issuance of prizes (by mail, physically) after passing the game, in order to avoid fraud.

That's right, the purchase is tied to a specific account by default.
After purchasing or downloading a free application, it appears in the "your applications" section in the Store (call appBar to go to)
The purchase is made 1 time (if a person bought the program, then even after reinstalling Windows when you log into this account, it will download this application for free) the purchase cannot be transferred to another account.
You will only have to implement the verification of the purchase, well, I would also send LiveID to the service during the passage, so that the one who passed could not give the promo code to another and to check the double passage by one player from his account.

you don’t need to tie anything, all purchases are already tied to LiveID
