All good. There is a need to connect a usb device to vds. Device: Android ADB. I came across an abundance of instructions for xp and 2008. For Windows server 2012, such instructions are not suitable.
The bottom line is: a development environment is installed on vds. You need to connect an android device for debugging.

Попробуйте DAEMON Tools USB. По крайней мере усб-ключи пробрасывает. Может и у вас заработает.

Your device will not get through RDP. Use either the usbip Linux kernel software USB-IP converter module (it definitely works), or the Anywhere USB hardware tool , which also works great.
