Windows Server 2008 How to log in with a blank password?

A friend just came up with a problem that I don't even know how to solve.
Server. On it Windows Server 2008 (not R2). There is no domain, users are local. The comrade blocked the accounts of all users (as it should be), and for the Administrator he changed the password to an empty one.
Apparently, the policy was set to prohibit empty passwords - now it is not possible to enter the Administrator with an empty password, the system swears that this is prohibited. You can't log in with the old password either.
How to be?

liveCD or flash drive with ERD Commander or similar, boot up and change password

crack the password with third-party software, there are no other options
