Windows phone WI-FI not working after upgrade and rollback to Windows 8.1?

NL520, after updating to Windows 10 Mobile everything worked, I decided to return to W8.1 and then WI-FI stopped working, when connected to any point it says that it is limited, they say there is no Internet. The browser goes to any page, but the update does not download. Tried Windows Phone Recovery tool'om and factory reset.
