Lumia 520, SDK from Visual Studio 2015, does not see the phone

Recently everything worked, the SDK was reinstalled. The cable changed and inserted into another port.

Also faced the same problem. 3 unidentified devices in "Other devices". Maybe because of this? I have these devices were in "USB Devices". I connected the phone, removed all 3 and removed 1 device from the Portable Devices group. I pressed the "Update hardware configuration" button, the drivers were installed again and everything worked.
On GameDev, they solved the problem by unchecking the "Allow the computer to turn off this device to save power" flag in the properties of the personal device.
