Windows Phone 8.1 How to implement multi-page browser?

How to create multiple WebView objects and then switch between them without reloading the page?
For example, on Android, I did this with fragments, but on WP 8.1, how can I do this?

I did it with FlipView

Maybe it will work for WP too.
