Windows OS hangs on the tablet, how to fix it?

Such a thing. I have a tablet prestigio multipad visconte quad 3g (pmp881te3g)
From the factory there was the eighth Windows. But in a year, she somehow started to fail, got dirty with all sorts of software, and so on.
As a result, I decided to reinstall it, since there was a distribution kit on the "recovery".
And everything would be fine. But Windows started to freeze quite often. And hang on full-screen video and in standby mode.
I tried to install a regular distribution (win 8.1 pro), it gives an error 0xc0000017 and that's it.
What can be done? The tablet is urgently needed at the university as a typewriter and for the session.
