Windows does not see usb devices. What are the options?

The following question arose: I assembled a computer on the arsock board, installed Windows. Bios sees both ps / 2 and usb mice / keyboards. But Windows does not see usb. Enabled "PS / 2 Simulator" in the BIOS settings, usb-devices work, but logically there was a problem with connecting flash drives + printer. What could be the way out of such a situation?
