Windows 95 Embedded PosReady! Really alive?

Recently, the second-ranked OS, Windows 7, died. But all this is nonsense, compared to what I saw on Saturday.
5orochka stores have barcode scanners. On them you can see the price of goods, promotions and discounts. However, the day before yesterday they did not work, what I saw shocked me.
There was a Windows 95 interface. Seriously. I was able to go to the start menu, control panel, device manager. Even Internet Explorer worked.
I have two questions: How did a full-fledged Windows 95 fit on such a small device? Why does a device that performs only one function need Windows?
