Windows 8.1 - UTF characters are not displayed in the interface. How to fix?

Good afternoon.
At some point, I discovered that instead of UTF-8 characters used in the Windows 8.1 interface, squares began to be displayed. For example:
9b93643918d0406fb50ab1ab0a8994f8.png
And the native arrow in the selects in Internet Explorer now looks like this:
8165682a86dd47fc89531b40d26a5490.png
Plus, in Sublime Text, UTF characters (for example, this one - ✓) have also become squares.
Has anyone experienced something similar? How can this be fixed?

Try restoring a previous version of the fonts folder. Windows 7 at least has this option in the folder options.
