Run some kind of disk activity monitor, such as filemon, find out what exactly it does.
UPD: filemon is now known as Process Monitor .
In addition to the above, see if you have installed Intel utilities (usually with drivers included) such as Intel® Rapid Storage, etc. Try to temporarily disable them from loading and test.
At our work, one laptop behaved so strangely, the screw was constantly loaded, even in the absence of activity. When the utilities were turned off, it was released.
