Windows 8.1 in a domain, intermittent "access denied" when running processes "as a different user"?

Windows 8.1 in the domain, periodically something falls off, when you start processes from under the privileged "access denied" UZ, while using the remote console (mmc), you can manage services, etc. Reboot solves the issue. Any thoughts, advice, how to identify the cause?
