Windows 8.1 does not update time zones, how to fix?

Installed a clean and licensed Windows 8.1 Professional. The default time zones are incorrect. Installed all updates in Windows Update. For several days now, updates have been coming only for Defender. I downloaded a separate update of time zones for Windows 8.1 x64 from the Microsoft website, but it does not want to be installed - the error "Windows Update Standalone Installer - The update is not applicable to your computer" pops up. How to make actual time zones?
