Bought a new computer and ran into a problem. After installing the system, when working with smartgit, I noticed such a nuance, he does not understand UTF characters. This is the same situation when working in PhpStorm. And when you open a git log in gitbash, the Russian text looks even worse. Has anyone else experienced a similar issue and knows how to resolve it?

The problem in smartgit is solved, in the project config:
