Put Virtual Box, install win7, replace the files, check it out.
Look at the list of its dependencies - there are a lot of system dlls - which is not surprising. Will have to replace them, most likely. And then other programs using the same system libraries will fall off. And you will also have to replace them ... And as a result, win7 will turn into win10 completely)))
Install virtual machine manager on the machine. Put Windows in it. Replace whatever you want, see the result.
Ideally, it would be nice to be able to change files directly from the host system, while shutting down the guest system.
Create a virtual machine and download the ISO image of Windows 7 and Windows 10. First install 7ku and then 10ku and check, the main thing is that the computer is not old, otherwise it may not pull the virtual machine ;-)
