Is it only on modern motherboards that you can install the OS via a USB flash drive?

I read in one article that on old motherboards there is no such option as "Boot via USB"

If there is no such option, there are a couple of options:
1) The item "Download via USB" is not directly indicated - you prepare a USB flash drive according to this instruction. and in the BIOS section you select the main hard drive - your flash drive
2) If this item is not there, try writing it to CD or FDD plop boot manager. He will force you to boot from the flash drive.
