Windows 7 does not turn off after pressing the "Shutdown" button. How to fix this problem?

After pressing the "Shutdown" button in the start-up, a screen appears with the inscription "Shutting down" and then nothing. Black screen and system unit is still buzzing. I waited 4-5 minutes and turned it off myself, through the button on the system unit.
