Windows 7 after installing .NET Framework 4.5.1, free RAM will decrease?

I have a laptop with 4Gb RAM, Windows 7 Home Basic (32 bit without SP1), you need to install Microsoft .NET Framework 4.5.1 (according to Microsoft documentation , this is the maximum version for SP1), (I need at least 4.5)

Question : after installing the .NET Framework, will the available or free (as correct?) RAM decrease or not ? Will any processes be additionally launched by the system? How much will they "strain" my poor laptop?

This is just a library, it will be unpacked to your disk and will be written to the system.
Libraries themselves do not start in any way.
They will be used by your applications as needed.

I have a laptop with 4Gb RAM
Can't add? Another 4GB plank and work will become noticeably more comfortable.

in theory, no. everything is dotnet, should be launched on demand (although then it can sit in the background, but should be forced out by competing processes)
