Windows 10 won't let you unzip a file to C drive?

For example, I take the driver for Nvidia, open it, click "unpack" on the C: / Nvidia drive

It costs HDD, everything flew on a simple figure eight (x32), now it costs x64. I tried to install w 8.1 x64, the disk also slowed down. Mb business in architecture?
