Windows 10 - User list not showing up?

3 users. All local all without password. Among them is admin. All have a checkmark in control userpasswords2 Require username and password. But when loading, the user selection window does not appear. Immediately there is an entrance to the one who is the administrator.
I took a regedit file from one site there are tips just in case. Put it on autoload. At first it helped, then this file stopped helping and now everything is still the same. I tried to create a dummy user with a password - it did not help either.
What to do? No matter how many times I try to solve the problem, I can't.

I saw a pirated assembly of XP with a similar birth defect - the user User logs in automatically, and even if it is deleted, it is recreated. It only "helped" to disable this user, as a result of which the message box "cannot be logged in, you have been disabled by the administrator" appears when loading, and you can select a user from the list. I still don't know how the pirates did this :)
