Help, windows 10 settings do not open. I don’t know what to do, I tried all the ways. Windows itself does not want to be reinstalled.

Run cmd.exe as administrator and there try to run:

chkdsk C: /F /R
sfc /scannow

The first will fix errors in the file system (may offer after reboot, agree), the second will fix errors already in Windows.

On the "Parameters" the light did not converge like a wedge, I can offer an alternative equipment, it was exactly the same in Win7 and 8.1:
1. On any free space on the Desktop, click RMB, then Create, then Shortcut.
2. In the window that opens, enter the word control in the input line and then click Done.
3. Change the name of the resulting shortcut to "All Control Panel Items" (as this thing was called in previous versions of Windows).
Of course, the standard "Settings" snap-in from Win10 gives access to a larger number of options, but the old one I offer to many users is more familiar and understandable, searching for the desired option in it is much faster.
