Windows 10 Hyper-V. this system is not configured for processor resource management - how to enable it?

we are talking about the processor resource management tab - the minimum% reserve for virtual machines and the maximum% for a virtual machine image_thumb_61B64374.png
on the same computer - 8.*/2008/2012/2016 - everything is regulated for everyone, and it seems like the first versions of 10, this problem didn't exist either... for a year (or more) I dabbled with VMWare/VirtualBox (and with Linux as well)... and when I tried to return to my native land , I got such a bummer
. Is there a solution? (the screen is not mine, I have to use virtualbox now. and when installing hyper, there are yellow triangles next to the necessary parameters, and the message is placed in the subj)
ps reasons - Hyper-V easily gives the physical disk to the virtual machine, and the only hypervisor (at least available for the desktop ) with dynamic memory allocation
pps for the totality of tasks to be solved, only Windows can be a host, and only 10 ... but there are always tasks that require virtuacs
ppps clarification - apparently, changes have occurred since 1709 , because there was no problem in 1607 (I then it was Hyper-V that was actively used) but the rollback will not work, it's easier to put up with the inability of VMWare / VirtualBox to work directly with the physical disk
