Win7, why does the context menu take a long time to open?

If you right-click on an empty spot on the desktop or the wheel in the file manager spins for a few seconds, then the menu opens, what is the reason for the delay?
If you click on a folder, it opens immediately, on other users everything is fine, i.e. opens immediately, no nVidia (adapter from intel hd4600), ran Ccleaner, cleaned the registry, disabled the context menu items (there is only 7zip), the network turned off both the wire and adapters, the wheel is still spinning, help ...

I can assume that you have items in the context menu that were not there initially. The peculiarity of some items is that they are initialized every time the menu is opened. And sometimes this process is lengthy, especially when you need to provide up-to-date information in the context menu item. And if this is a file infa, then this is the norm with dullness. It is necessary to either throw out some of the points or put up with it.
If you want to look at what programs are worth, then I can advise (my only biased choice)

There can be many reasons from problems with a specific item of the context menu, to a banal disk overload, or lack of memory.
See what's with the memory and what is the queue of the system disk at these moments.

ran through cccleaner
I strongly do not recommend using such software if you want the system to work normally.
registry cleaned
