win7 internet not connecting?

Faced with an unknown garbage.
Background.
Windows 8 started to slow down terribly. I decided to install win 7. I downloaded a clean image, installed it (I’ll say right away that the problem is not in Windows. I installed different assemblies of different bitness. The problem does not disappear).
After reinstalling, I can not connect to the Internet.
There are 2 network cards (built-in and not built-in), both work 100%.
So I stick the cable into the built-in one. On the connection icon there is a red cross and it says "network cable is not connected". The light in the socket is on.
Tried to update the driver, writes updates are not needed.
I stick in other network card, the error disappeared. Created a connection. When trying to connect, it gives an error 691. The password and login are entered correctly, the Internet is paid.
The most interesting thing is that there were no such problems on win xp and 8. Everything connected at once.

1.Force update the drivers for both network adapters by downloading them from the manufacturer's website.
2. Disable the built-in network card in BIOS.
3.Check the external network card for operability in another known working computer.
PS: at the expense of Windows assemblies - there are only 2 normal assemblies: downloaded from microsoft.com and made with your own hands from the first, in case you know what you are doing.
