Win 10: is it possible to have different interface languages ​​for different accounts on the same laptop?

There is a laptop with Win10 and Lithuanian interface (the laptop itself).
Is it possible for the existing user Danis to leave everything as it is (Lithuanian interface, Lithuanian language by default + switching to Russian and English languages) and create another local user "Foreman" with Russian interface?
When reading the Internet on this topic, everything is somehow cloudy and indistinct. I do not want to experiment with someone else's laptop. Whoever did this, please answer:

Language packs are installed (add the interface language in the regional settings). In 8 and 10 - can be done in any edition, except for single language (Single Language, SL). After that, each user can set himself any of the installed interface languages.
