Will Windows Server 2016 Essentials work for a web server?

Does it require CAL-licenses, and therefore connections to the WWW-host are unlimited, or is the method of client licensing and incoming connections to the web server in no way connected?

The CAL license applies only to Windows (and emulating them) clients.
This does not apply to Windows users. Unless every web client will log in to Windows
