There is a site. There is a directory with a description and links to download files (archives with diagrams). On a certain page there is a description and all sorts of other materials and a link to download. So the download link leads to another page, which contains a set of already direct links. This page is a page similar to the previous one, but with a much shorter description and a set of direct links. Is it worth specifying for it the canonical address of the previous, full page? In fact, it is not a double at all, but, sort of, part of it.
Here's another thing. For example, the page has a title and h1 with a direct entry of the keyword, but the second page with direct links to these schemes will be relevant to another equally important keyword with the word download/upload.
Sites with a similar structure in the top of Yandex and Google do it differently.

In general, I have seen this in many places. Should not have a negative effect.
Another question is whether it is possible to index both options on relatively new sites ... Here I can advise you to embed comments from visitors on both page options. Of course, so that the comments are not duplicated, but different, this can help.
