Mint is based on debian (and ubuntu) so it shouldn't make much of a difference.
If you need xfce, then you can take the ready-made official branch of ubuntu - xubuntu.
there is also no problem to change de on an already configured system by installing the xubuntu-desktop metapackage.
And yet, delve into the DE autorun settings, turn off everything you don't need, the same with services.
ps ubuntu and debian are not the best option for getting the optimal build, but they are the easiest.
The most effective ( but also the most difficult) is to choose gentoo (you can arch but I didn’t look), play with different de options ... for example, I set up eeepc with 1 gigabyte of ram and 9 "screen, awesome was chosen as the desktop, after starting the graphical environment in RAM it was 54mb is occupied (to compare xubuntu with xfce it took 300-400), so in this config it was even possible to climb modern sites in firefox without it getting into the swap (if youtube does not work on such a weak machine, because it spends all cpu resources for video reloading, very inefficient code).
