Power supply - why 500 watts? To pay more for light? In this configuration, there is nothing to gobble up even 300 watts.
Motherboard - how much cheaper is it than ASUS or Gigabyte on the same chip? If the difference is 200-300 rubles, it's better not to look at the "second echelon" at all, save your nerve cells for the future.

If you want to work normally in Photoshop - buy another normal vidyahi for 2 GB and a normal frequency. And everything will be fine
