Will this condition change the probability of a random drop?

In Hearthstone, the drop rate of a legendary card from an unlocked set is exactly 5%. That is, on average, a legendary card drops out in every 20 set of cards.
But, there is a trigger that will definitely give a legendary card in a 40-sequence set if it didn't drop in the previous 39.
Does that change the 5% chance? Maybe now it has become 5.1? Can it be accurately calculated?
